2G Is an EPROM ECU plug and play?

It's plug and play if your ECU has already been socketed. If not, you need someone qualified to socket your ECU. As far as difference between 1G and 95 EPROMs, the chip is physically the same, but the code that resides on the chip is 100% different.
 
EPROM is just saying that the ECU is socketable. So If you get the chip and you really know what your doing you would just have to plug (insert chip into socket) and put your ECU away and harness on and then play (go for a drive) but since that isn't in most people reach I would say that it isn't plug and play but a good local shop will know what to do but remember if they aren't familiar with DSMs then they are going to screw it up
 
if you get a 95 ECU epromed chiped they should just be unplug old ECU plug in New ECU watch your idle suck and watch everything reset then you should be able to go

Besides a big long run-on sentence, he's partially correct but didn't tell you the whole story.

The ECU will fiddle with the idle a little while it's "learning" the fuel trims for your vehicle. After a few minutes of idling and some drive time, everything will be back to normal.
I don't think you're thinking of this modification in the right sense since you were asking if it plugs into your factory ECU harness.

As you know the EPROM is inside the ECU on the circuit board. The chip is de-soldered and a socket is installed in the holes where the legs on the EPROM chip went. Now the legs of the EPROM plug into the socket. That's as plug-and-play as you're going to get, which still requires modification of your ECU by an accomplished electrician. (A lot of electronics repair stores will do this for you. Count on paying about $30.)

The factory harness nor plug on the outside of the ECU will be modified, so you can understand that it will use the factory harness still ;)
