installed a t3-t4 turbo

I have installed a turbo kit from ebay its a t3-t4 turbo with exhaust manifold 38mm wastegate and intercooler installed it all cars is drive able you can hear the turbo spool up but no power

My guess would be the wastegate, or a boost leak.
