Can someone tell me exactly what this cable is. I thought data logger but it has a lot to it. Has serial 9 pin on one end. Two female spade connectors on other end along with two wires, one which goes to led on circuit board

The chip is a RS232 driver. This board probably is to some kind of data logger. What connectors are at the end of the cables? DB9 and what else?
 
Looks like an active datalogging cable. One of the wires is for +12 and the other likely Ground. The spade connectors to the DLC port for Data (pin 1) and the other Mode Select (pin 10). Without reverse engineering the circuit can't say for sure.
