1G I can't get boost past like 12psi

Well first off all I can't get boost past like 12psi. I have a greddy ebc which one line hooks into the top of my evolution wastegate which is 35mm. and the other to the turbo compressor wheel. No matter how high I turn the boost up it won't go past the 12psi. I had a leak coming from the pcv valve which I replaced with a oem one. So now I d/k where to look. Also with my 650cc injectors I can feel the tops and 3 out the 4 I can feel pulsating. How can I tell if its weak?
Help me figure this out. Id have to say with the way im running now I'm no faster than I was stock. Also running my external wastegate off the 02 housing. With no return just dumps out. Running this is a t3/t4 turbonetics
 
Why can't you have normal problems like normal people?:p There must be something you're over looking, perhaps it is the turbo after all, let me throw more ideas and questions out there.

1. At what RPM are you hitting 12psi in 3rd?

2. What are the compression numbers.

3. When you leak test, how much pressure did you see on the boost gauge? How much PSI did you set the compressor regulator? How long did it take for boost gauge to drop down to zero?

4. Since you seem very mechanically inclined, fab a block off plate and put it in place of the wastegate and see if you can boost past 12psi.
