hx35 help!! please

ok guys just got the hx35 from a guy who rebuilt it without new turbine and compressor wheels (of course its bent on exhaust side because it had shaft play before 4 fins are bent). seems like the shaft wasnt balanced too because when i put it into the bullseye exhaust housing the turbine wheel scrapes one side of the housing from the inside i know because it leaves a mark. i tried bending the fins to match it up to the others as best as i can but it still scrapes, is it because of the shaft not being balanced??
 
If the wheel was damaged, then it should have been replaced during the rebuild. It's not much of a rebuild if it's still broke after you're done.

Bending the fins back and forth is not helping the structural integrity of the fins either. Your best bet are to either cut your losses and sell this turbo to fund another one, or to have it inspected by someone who specializes in turbo rebuilds and have them replace the damaged wheel/balance everything.
