How to test an ISC motor?

I tried to follow the haynes manual instructions of testing the ISC motor coils but they didn't make sense. It shows to test the harness that plugs into the ISC motor. I did the two tests it mentioned and got 28K ohms. But I couldn't understand how testing the harness that plugs into the motor would test the motor. When I tried to test the same plugs on the motor itself, I got infinite resistance.

Now I'm totally confused. Is there a writeup anywhere on how to test the motor? I searched but couldn't find one. Thanks!
