New style ISC - Bad? How to test it??

I have a new style ISC on my car (black one) and I think it may be causing my weird ass idle. Is there a way to test it besides just checking the resistance between the coils? I remember that the new style is supposed to have 40ohms between the coils...is that all I can check? If the resistance checks out fine then what? Can it still be bad?
 
You can chech the motor inside, by connecting the coils to a 6v battery. If the ISC sounds like a smooth running electric motor, it should be good, if it hesitates, or doesn't whine like a fuel pump, then it's bad.
