I pulled up on the bottom tab and tried lifting up and felt like it'd break if I pulled any harder.

If I remember correctly you pull out from the housing and up so you can release the lower latch and swing it up and off the uppers tabs.
I lifted out and up on the bottom and it felt like it was gonna break cuz the whole fuse box was starting to move not just the cover
 
I'm afraid you're going to feel like Homer Simpson when you pop it off.

The bottom latch just has to move down/away enough to clear it's tang and then the whole thing flips up. At least that how mine works.
Maybe we'll get a 2G owner to pop in and show you but for now you're stuck with me...
