How do you fix a stuck wastegate??

I narrowed down the problem that the wastegate is stuck open. I tried moving the actuator arm and shit and it is all jammed up and wont move. It has to be stuck open right because i cant generate more then 4lbs of boost. Do i just need to pull off the waste gate and arm and it move it around and try to free it of being jammed? Idk what else to do, i dont want to drop 600 bucks on a new turbo if i dont need one.

What most likely is keeping the flapper open (if indeed that is the problem) is a defective actuator that is either too long or it's opening prematurely (Being blown open by exhaust flow). What have you tried so far to solve your problem?
