i would really recommend you grind that down really well and weld a new peice of steel to fix that. It looks like the engine bay needs a little TLC in general too.

not bad, anyone who can weld should be able to fix that no problem. But while you got the motor out, clean up that bay! Now is the time to do it.

Out of personal expierence, spend the cash and the time and do things right. That obviously doesn't look normal. re-weld a new piece of steel to reforce it, clean it up, i would paint it, if your spending the time for a rebuild, then atleast touch it up a bit

I wonder what kind of "rigging" was going on there in the first place. Was it really torn? How? Or was it someones "rigging" for some other grand scheme?

Just grind down the area and cut a piece of metal out...then weld that piece of metal in to re enforce it so it will be strong...you should be just fine
