Im in the process of rebuilding my hx35. Im having a problem with the turbine oil seal. It goes on the wheel fine but when it compresses in the bearing housing, the turbine wheel spins fine then it catches and wont snip untill it gets past the part it catches on. If I take the shaft out I can see the oil seal protuding alittle bit, and that is where it catches. What can I do to stop it?

Your turbine seal groove is pinched shut- you need a new turbine. Even worse news is there's likely some wear to the sealing area on the center housing from the shaft rubbing it as well due to the extreme shaft play, so really you need a new turbo.
