High Boost, Low RPM. Bad?

So, I've heard that it is bad if you run your car at a low RPM at high boost.

I'm talking about being in fifth gear, engine at around 2500 and lower, and flooring it making high boost.

I know people just don't normally do this, but let's just say someone does.

Is it bad for the engine/turbo?

High boost at low RPM can lead to compressor surge due to the low air consumption by the engine. Compressor surge is bad for the turbo. That does not always happen though. Just a possibility.

And it is entirely possible to do that. You just need a turbo that I would consider entirely undersized, like keeping a stock 13g on a stroker.
