help with bov/dump tube

hey , can you guys explain to me what is the bov return / dump tube please and i was reading on this web page that a friend of mine sent me about going fast with eclipse and it says that i can get a new shorter one or cut mine , can you tell me how can i do that , he said that is better because more air will circulate into the turbo .
