It's freezing outside, and there is plenty of snow and ice. I go to back out of the waffle house parking lot, the rear passenger brake starts squealing, next thing I know, I am dragging the wheel.

When I put it into Drive or Reverse, it won't unlock. It feels just like the E-brake is on, but it is only on the one wheel.

Sounds like you have the classic 1G rear E-Brake locked up. The rear e-brake parts in the caliper have a tendency to freeze up and can cause problems just like yours. It probably has been doing it for a while so the extreme nature of your case means it might have the metal part of the pads digging into the rotor. The only solution I know is to replace the caliper. Many are trying to rebuild them but I haven't heard of any sucessful ones yet. Should cost around $95 from your local parts store. Good luck.

You'll probably have to tow it.
I can't think of any other options at the moment that wouldn't pose potential damage to the car.

If you have a hammer and a big screwdriver, you can hammer the spring lever back far enough to free up that caliper. Otherwise, you'll have to flatbed it home.

I got lucky and was able to free mine up. It was stuck for a long time, unknowing to me, but i took the parking brake part apart and wd40'd the piss out of it. and it actually worked. Its worth a try to save yourself some money. move it back and forth and keep spraying it. I was quoted $85 for a reman.

I had to do this one night in about a foot of snow and drive home an hour after it froze up on me... fun times. If you dont have a hammer and screwdriver, I found that big vise grips on the spring lever will have the same results.
