HELP door hinge broken?!?

I recently discovered my door and fender binding, and it is getting really bad. I looked at my lower door hinge and it looks like it is broken off, but i have no idea wtf this black shit is. You guys need to help me. What the hell do I do? If you need anything from me just ask. These pics should help.

Looks ok from those pics. Someone did take that door off before, maybe it is misaligned.

From the pics its looks like its broken (Looks like its rusted under the black stuff=tar or silicone??). I would pop off the door/fender to get a better look at it & see what needs to be done.

its hard to tell from those pics, but it almost looks like it was broke off before and welded back on, and the welds broke.

I hope this helps guys. It must have been welded by the previous owner because the middle bolt is entirely covered by that black shit (painted weld?). HELP
