2G Head bolts stock torque?

Hi,
I am about to do a head bolts replacement with ARP L19 for my 99 GSX.
Base on the service manual, its tighten process as below,
1. 58 lbs all bolts
2. loosen all bolts
3. 15 lbs all bolts
4. 90* all bolts
5. 90* all bolts
I am planning to torque it to 85 lbs, but replace one by one without head off.

My question is should 58 lbs be the first torque value I claimed for all 10 nuts, then finish with 85 lbs?
