2G Hacked GSX Harness Help?

The cars been sitting since December it's a 95 gsx. Working on relocating the fuse box to the glove box, or just inside because I doubt I'll put my dashboard back in. (Off topic) do I need a dashboard to pass inspection?
Back to the harness. Some of the wires are looped together, not sure why. Car ran good before bearings went..

dashboard no, but your obd2 so your emissions system needs to be functioning properly with no error codes.

I'm in delaware and I think if the car is 20 years old it's considered a classic and doesn't have to take an emissions test, since mine is the 95

Most likely looped because one side would go to a fuse and the other side goes to a relay.

The harness isn't hacked, that's the way it comes from the factory. Thats exactly how mine looked when I did my fuse box relocation. You shouldn't have to mess with any of those when you relocate it.
