Good o2 sensor, no signal at ecu, odd wiring at ecu..

I threw a code that was saying my fuel trims were malfunctioning so I decided to have a look at what the o2 sensor was saying. At the socket the sensor seems to be functioning but I went ahead and replaced it anyways. The new o2 sensor is functioning at the socket as well however when I went to check the white wire at the ecu there was lots and lots of tape...(bought the car used). Upon pealing back some of the wire, it appears to be part of the o2 sensor signal. It's a green wire with the white signal wire coming out of it going to the ecu. Whatever was going around the white wire which seems to be a ground of some sort is being grounded to the frame of the car? I'm not sure how this is suppose to look....I'm getting no signal at the ecu.

Something like P0170 for fuel trims, looked it up and it was related to a bad o2 sensor so I checked into it and found my wiring harness all jacked up.
