2G Getting .1v at clutch switch

I've been trying to wire a clutch switch to my ECU but I'm not getting anything more the .1 volts. I swore I was getting 12v at one point but that's not the case anymore Based on all of the diagrams I am referencing it looks like I should be getting 12v. I referenced a couple of wiring docs and they all state the wire should be green/black but its black/red like the ecmlink walkthrough describes. https://www.ecmtuning.com/downloads/docs/2G Clutch Wire Instructions.pdf
When I tap into the black/red wire at the clutch switch I get .1v but when I tap into the green/black wire that went to the starter relay, I get nothing at all. I'd prefer to keep the factory alarm system but its not mandatory.

Has anyone tested this recently to confirm I am supposed to be getting 12v?
Also I am not using factory cruise anymore as I have switched over to Haltech with DBW. I need the get my clutch switch to work so I can configure cruise control.

The clutch pedal position switch used for cruise disable (B-04 located at pedal up position) is a different switch than the one for starter relay disable (B-03 located at pedal down position). Your diagram is the wrong one.
