92 TSI Talon. FWD %speed. Is it true that the fuel pump only comes on during crank? Or should it be on with just ignition on?

On all 1g's and turbo 2g's, the fuel pump only runs when cranking or running (ie. when ECU sees CAS pulses). It will not run when engine is stopped but key is in on position.
