My car is having startup issues and I am starting to believe that my fuel pressure regulator is bad my fuel pressure reads 38psi with the car running and when I unplug the vacuum line from the fpr the psi does not change so is my fpr bad

Yes the hose is in its original spot on the manifold and if you put your finger on the end of the hose you can feel the vacuum so I don't believe that its plugged or bad I also have my boost gauge tapped off of that hose and it works perfect
