front align(bumper headlights and fender)

what i'm dealing with.
97 eclipse with 99 stock bumper.
99 eclipse fenders
(the bumper support is mod so no reason for it to be removed or reinstalled.)
and headlights from a eagle talon. it was a white awd turbo

numbers on the headlights: ( >PP-TD30< >PC LENS< on back ) (on top STANLEY 7072) and stamped on top 1GP021


issue:
when i go to install it all i have no issue until i try to install the bumper skin. i can get it to align perfect on one side but on the other side the inter bumper covers the inter side of the headlights and is off my one inch on the middle screw wholes. its as if the bumper is shifted one inch to the side i install last. i can get it all to align right if i don't have the headlights bolted in. BUT the headlights are not pushed in far enough to get bolted on the top.

Questions:
what yrs and changeable and not? what can i use for headlights on this car? Do you think im trying to install the wrong yr headlights?

Talons headlights differ form a 2Gb Eclipse. I'm thinking you are adjusting one side of the bumper to fit the Eclipse headlight and it's causing the other side to be out of alignment. Buy some 2Gb eclipse headlights and it should solve your problem.
