Fresh rebuild no boost????

Ok me and my buddy had just rebuilt his motor. Head and block have all new parts. The car idles great and drives smooth. Everything seems to be in good working order. Only issues with the car it it smokes upon start up and stopes smoking after 30 sec to a min. What could that be? Also boost gauge reads boost but theres no boost felt.(if that makes since) I think he has it set to 20 psi. We can hear the BOV release while shifting but no boost is actully applied when gauge reads boost. We already fixed all boost leaks that were major and most minor.

Im sure theres more I just cant remember all thats in the car. All gauges work correctly and read normal readings. According to him its driving the same when he blew his HG. Everything is brand new in the car motor wise. Theres barly 100 miles on the motor now and hardly has been driven because of not boosting. Now I know on fresh rebuild that you have to baby the car for X many miles. I have been there with since the car was started and it has not been driven hard. We have tried to hit boost but not the full 20+ psi. Aby way back on track. Why is it smoking upon start up for that short amount of time and why is it not "boosting"??
 
sadly i have no clue about a logger. its my buddys car and im not sure if he has one. the gauge reads 10 psi we havent really tried to hit more since it was just rebuild. Timing was set by the shop but the CAS wasnt with the motor when shop rebuilt it. We either were thinking timing or vaccume leaks. Wideband reads 14 to 15. something at idle. Idle isnt steady but only fluxuates about 100 rpms. We have idle set at 1100 rpms because of the BSE(he didnt like the vibration at normal idle)
 
I can chime in about the oil burning only on start up. Usually, a car smoking all the time indicates piston rings. A car smoking only on start up for approx. 30 seconds is valve seals. After turning off the engine, the oil seeps past the valve seals and sits on top of the valve. At start up, the oil is sucked into the cylinder and burns until its gone (approx. 30 seconds, depending on how worn the seals are). If your seals are new, maybe one was put in crooked or something. I've seen that happen before. Hope this helps explain the smoke on start up.
 
Damn the head was just rebuilt also. It will suck if they did put in a seal wrong. Ill bring it to his atention but Im sure its not that. A comp test and leak down will tell me if it is so we will have to give it a try. Im not sure if its every time on start up but there has been a few starts up where there was no smoke and some with smoke.
 
With a freshly rebuilt engine it will take a couple of hundred miles for the rings to seat. The alloys they use are pretty hard. If the cylinders were not bored then they may never seat completely.

hmm this all sounds fimular. I was hiting 8 psi and didnt feel anything

Well 8psi IS basically nothing on one of these engines.

I probably wouldn't be able to feel 10psi at all either. If he really has done to the car what you posted, he either knows how to log, or you should tell him to step away from the car.

If it's just low boost and not a real issue, I'd leave it for a few days and make sure everything is OK. Once you know the engine and everything are fine and broke in, crank it up (slowly & safely).

You mean honed...
Bore = increase size
Hone = Add a crosshatch pattern to the cylinder walls.
 
Yeah I told him it might take a while for it to boost since you cant really hit boost till its broken in. Well Ill see what all happens hopfully it works out afer borken in. Thanks for suggestions.
 
Could 1 tooth off of timing also have this result? We are thinking it may be a tooth off or the cas is off.
