Ok, on my 93 at 4k RPM the BOV releases...a few guys here have 1gs and 2gs that release around 5-5.5k RPM all I need to do is to adjust the BOV w/ the internal washers right?and secondly, before I bought it the car wasn't running, in fact they claimed it was fried...BS...there was a whining noise coming from the motor..some A-hole put too long of bolts in the TB, so i fixed that, now there is a JDM ECU w/ a stock Intake, (had Cyclone pre-purchase) so there idle is all offset, I KNOW there is a known issue w/ idle, would offset cams be safe w/ this idle "surge"?
 
For your first question: Yes, some washers will fix that.

For your second question: Was the ECU in the car when purchased? If it was, you'll probably want to check out a new ECU.
