Failed CA Smog need help quick

Ok i smogged my car today and it failed. Engine was rebuilt and the head, so everything is clean. Brand new cat also. Here is the part that confuses me. I failed the HC at idle. the reading was 237 and the max allowed was 120. but, at 3000 rpms the HC was at 6. I was like WTF?. My CO was fine and i need a new gas cap. but other than that. what would cause my HC to be that high at idle. I'm thinking im running a little rich and the ignition timing is a little off. Im gonna lean it out a little and see. I also have the GTP stuff. I need help and i need it fast.
 
I put the guarenteed to pass stuff and i did a retest. Well i did not pass again. It lowered my HC to 144, which is 24 over. Tonight im gonna put some premium fuel and some more GTP and it should pass. I will let u all know tomorrow.
 
Ok did a retest this morning. Failed again, HC was at 150. We messed with the ignition timing, but that didnt help. I have as many retests as i need, so im gonna drive my tank empty and see if that will help. Thats what the smog rep told me to do. Other than that, im confused. The HC at 3000 rpm was perfect but at idle its not. Any help is appreciated.

Do you still have the egr hooked up??
 
Do all the MUST DOs before a test:

change oil
change plugs
run engine for 30 minutes before test

If it still fails, I would look into the culprits:
cat converter
ECU

It looks like your ECU is dumping too much fuel in your engine at idle resulting to incomplete combustion. At 3K RPM. it's fine because the engine is burning it but at idle, it will cause you to fail the sniff test.

BTW, do you have bad fuel consumption?
 
Engine was rebuilt about 700 miles ago so oil is good. I checked the plugs, they are good and i checked the gaps, also good. We retarded the timing a little back so that kinda helped but still fail. I have the guarenteed to pass in my tank right now, just have to wait till its all gone. Oh yeah, i changed the oil at 600 miles.
