Ok let me start off by saying i'm no newbie with this, but i couldn't figure this problem out with the time i had with my car. I am an active duty marine, and need to figure this out before i go home so i can fix it...

I just recently finished a massive amount of work on my 97 tsi awd, which will be listed at the end of this post.

Problem: I start the car, which it does so very easily, it will idle incredibly erratically. It will sit around 1800, then surge to around 3k rpms, then sometimes to 4-5k rpms, sit there for about 30 seconds, then drop down to 3k again. It does so hot and cold. Also, i am almost 100% positive that i'm getting fuel in my oil, it is a very strong smell when i take the oil cap off the valve cover, and it was present 5 minutes after replacing the oil with fresh royal purple.

The car was running alright previous to this, and since then this is the work completed that is relevant.

jmfab intake manifold w/heat barrier gasket
aem cam gears (ALL new belts+ timed correctly)
plx wideband (using narrowband output to simulate front o2 into ecu)

all new intake piping
made a throttle body spacer so i could fit the 1g throttle body (i was already using) on my jmfab manifold
full fuel feed and return +afpr (aeromotive)
New radiator (fluidyne)

My tuning system is a PMS, but i have the full interacq software so i can use it as a standalone and have full datalogging facilities. When running the car is reading 0-2% tps even when hitting 5000rpms, and it is running extremely lean (19.2 afr at idle) which i would think is a vacuum leak, but i couldn't find one. Injector duty is not abnormal (running 750cc's, brand new seals).

Any suggestions on what would be causing my insane idle? And the fuel in my oil?

You have an air leak somewhere.
The extra air bypassing the throttle plate causes the hight idle and the surging is from exceeding the programmed RPM limit for the current coolant temp. Your TPS also sounds misadjusted. Are you using the 2G TPS?

Pressure check the intake from the MAF back. Use soapy water to help find the leak (like checking for holes in a tire)
 
yes i am using a 2g tps, same setup i used before i switched out my intake manifold. I ran a boost leak test, pressurized it pretty high and it didn't seem to have any significant leaks, but i will try again i suppose....

I dont think the idle "surge" is from the coolant temp settings. It doesn't really "surge", it holds the idle that high for 30 seconds (approx) at a time.

Do you think maybe my isc is bad? I'm going to take it off and take the multimeter to it and see...

also, no ideas on the fuel in my oil?

All i can think that would be is a valve seal, piston ring, or head gasket...
