Couldn't you....

Cut the section needed off of a spare bumper:
Cut the bottom off your bumper you are using:
Stitch the bottom piece to the section you cut from the spare bumper with zip ties:
Then do the same thing with the two pieces that are stitched together and stitch them to the rest of the bumper:
Then use the bumper repair stuff or whatever, sand it smooth, then paint?

The zip ties would keep the pieces held together so you can "bondo" them all together. Which would serve the same purpose as the aluminum tape you mentioned. You said it is basically the same way you would repair a bumper. That is how I repair bumpers. Use zip ties to stitch the broken pieces together and in place. Then mold it all together, sand into shape when dry.

You could use zip ties, but then you have to deal with zip ties being glued into your bumper, whereas with aluminum tape you apply it to the side you're not working on first, then remove it when you get to that side.

This is how I learned it in school two years ago when I did an 8 month Collision Repair pre-apprenticeship course.

I would take the zip ties off a few at a time as I apply the filler. Anyway, I like your idea. Your way would probably work much better. Just throwing out some ideas.
