My talon is a California spec car with california non eprom ecu, can I use a federal eprom ecu? My plans are to get the eprom ecu socketed/programmed with keydiver stage 3 chip

The difference is in the software.

The only hardware difference between a Federal and California ECU from 91-94 is the one configuration resistor to tell the software what to be.

When we make a replacement chip we can choose to pick which without looking at the configuration resistors, change how the resistors are interpreted or leave it stock. What you need is a good EPROM ECU and tell the chip provider what you want it to be and do.
Yes it'll work fine. However I think you should buy a socketed 94 ECU instead. As a matter of fact if you email Jeff he'll tell you the same thing. The cap issues were fixed for the 94 and it's plug n play. I baught a chip from him so he gave me the ecu already socketed for only $265 shipped. Take it from someone who knows. I spent $80 trying to get my ecu socketed locally to use with Jeff's chip but the computer repair guy who socketed the ECU messed it up and now I'm short 1 ECU. So it would be well worth it to buy it right the first time. I'm rockin a stage 3 right now in my 90 GSX along with the 3G Mass and adapter harness from Jeff also. He's also quick about answering any questions you have about the setup via email. DSM tuning has never been so easy.

It's the other way around that will matter more (CA ecu in a federal car) because the CA ecu will look for the egr temp sensor and throw a CE light if you had a federal car. You're safe with a federal ecu.

Make sure the caps have been replaced with whatever ecu you get.
