my car wont pass and the guy says eclipses never pass has anyone experienced this how would one go about fixing this or can it even be fixed

There's something about a mistake in the 2G ECU when it comes to giving the proper information to the smog machines in some states, but sadly I don't know if this applies in your case. I've tried to find the damned thread in the past, but didn't have any luck at it. Some about it is here:

And, ask other mechanics. I'm not getting a lot of confidence about this one.
I had a problem passing the first time. I turned my biss screw clockwise all the way in to the point where my car stalled and then back it out just a hair. Passed with #s exactly where they should be. Probably not the proper way to go about the situation but it worked for me. If you touch the biss screw, count how many turns it takes to screw it in all the way so you know where to adjust it back to
