I just bought this car 2 days ago and its misfiring like a mofo.

1995 TSi
ECMlink v2
6 Bolt block (haven't verified)
2g Head Wtih Black CAS

I need help figuring out where to route this wire i found cut off.

I doubt that is your issue. That wire went to a brown connector in the engine bay that would need grounded to set base timing. You can also just ground the wire there (pin 52) if you wish. It is used to set base timing. If the PO did a wire tuck, they likely deleted the connector which explains why it is cut.
 
Google "ignition timing adjustment connector on dsm" and look at the images. Looks to be on the passenger side of the firewall behind the battery with a single orange wire going to it. Not saying this will fix anything, but it may be a start.
