is it possible to replace the caps in a ecu after it has stopped working all together or would that mean that something else has been burn up due to the caps leaking? thanks

The fluid from the caps leaking damages the board so i don't think it will help. I'm no expert but that is my understanding.

Both cases are possible although just replacing the caps doesn't usually solve the problem without additional work once the ECU stops working.
