I pulled the ECU to see of it has a socketted EPROM. No it doesn't. But I did look over the board and do not see any signs of leaking capacitors, no brown gunk, no burnt seafood smell. I was planning on sending it to get the link socket stuff done, but should I replace the caps anyway?

Solution
I would replace it, even though it might still look good. Plus you'll have that peace of mind knowing it won't leak anytime soon.
Might as well it isnt exspensive. But you could probly go with out replacing them. Has the ECU ever been rebuilt?
