eclipse taillight center peice

I'm going to be painting this soon(sometime this week) and i was wondering what exactly do you paint,the inside of it with the red lens leaving the plastic clear or the outside of it covering the plastic and all?? Wasn't to sure about this so i thought i would ask because i searched but didn't get anything on it

also how many coats of paint/clear coat do you recommend

You paint over the outside. First prolly clean it, sand it down, several coats of paint, follow by clear coat. Heres addition information.
