E check

So im getting a headache dealing with e check. My readings are147.6 ppm hc, co 5.08, no 249.5 ppm, co2 11.12 %. A little history its a 420a I just rebuilt the motor no cells runs good. I can hearthe high pressure fuel pump (dont know what size just not stock). Could this cause the high emissions or is it a bad cat.

Ps new o2 sensors but my scanner shows them idling around .941 but the do fluctuate fully with throttle variation.

I think I found the problem the tps sensor readings are way off. I have a new one on order so illknow in a couple days. Any input would still be nice though.
