1G E-brake not holding/What's minimum thickness for rear rotors

I bought this car in October of 2017 with no ebrake. The p/s cable snapped so I replaced both cables and both rear calipers using the old pads which were fairly new. I did adjust the cable from under the center console and it's pretty much maxed out. If I park on an incline, it slowly rolls so I have to leave it in gear. Does anyone know the minimum thickness for rear rotors (no ABS)? Only other thing I can think of is that the cable on the ebrake lever stretched. Any suggestions?

Check the rear pads. If they don't have a small nub on the back to fit into the Piston the parking brake will not self adjust.

Both inner pads weren't moving freely. Removed both and took a file to ears on pads, lubed and reinstalled. Thanks all!

I had the outer pads rust to the carrier once, the parking brake wasn't too useful then either.

They do need to work together. Hopefully they'll end up wearing evenly. Lots of meat left on pads.
