DSMLink -pin 25 dead - works when attached to cig lighter??

Hey guys -

I just finished up an hx40 install, and now the car won't start. I'm trying to troubleshoot this, and I noticed that pin 25 of the ecu wasn't giving me any electricity with the car i the on position. I also can't connect to DSMLink.

However, when I route a wire from the cigarette lighter to pin 25, the ecu can be connected to and configured, so I don't think it's dead. The lights under the rear view mirror light up so the fuse isn't blown.

Is there anything I can check to figure out why this pin isn't lighting up?

Radio fuse. In the fuse box under the hood, the little yellow bracket thing with two fuses in it, one of those are dead.
