Do I need to change all of these at the same time

1) Timing Belt -- try to get an oem
2) Balance Shaft Belt
3) Idler Pulley
4) Tensioner Pulley
5) Balance shaft belt pulley
6) Tensioner
7) Waterpump
8) Alernator belt
9) Power steering belt and
10) A/C Belt

And where is the most cheapest cost effective online store to get them at goys <3 xoxo

That is a pretty optimal list there. You dont need to do them all at the same time, but it is recommended.

If your accessory belts (PS, Alt, AC) look good, you can reuse them.

As far as online, I usually recommend Extreme PSI or Street Tuned Motorsports. But there may be other notable suppliers in your area.

You should replace #s 25 (timing belt tensioner), 26 (tensioner pulley), and 24 (timing belt), 20 (balance shaft belt pulley), and 19 (balance shaft belt) on the pic I've posted at the very minimum. It's from jnztuning which is a great and inexpensive site to get all your OEM parts (which you should be using) from.

Everything else is up to you or dependent on the condition it is in.
Edit: Also check out your harmonic dampener (#35) while you're in there. If the rubber is excessively cracking you should probably replace it.

yep change everything under timing cover to avoid issues down the line from issues that could have cost you a few dollars to replace while you were already in there. oil leaks, water leaks. make sure all those gasket mating surfaces are clean to avoid leaks also.

the accessory belts I would worry about too much since they aren't under the timing cover, cost effective wise I'd say your list is pretty solid. If nothing is leaking now I wouldn't worry about replacing it. but as most of us on here would agree, you might as well do everything in one shot while you're that far into it, down to the head gasket, arp head stud upgrade and 3g lifters. But as you stated you want to stay cost effective so it's really up to you. Extreme PSI is where most of us order parts from and they do have package deals on the timing stuff, I'd recommend gates timing belt and balance shaft belt (blue belt) just for peace of mind. Also the cam gear alignment tool by far my favorite thing to use when doing a timing belt it helps ALOT, I don't have to deal with the setting timing half a tooth off so it can fall in place trick either. Just my 2 cents. Hope this helps. and be patient with it.
