in my talon, when for example I turn the heat on defrosters, cold air will come out of the front vents, but hot out of the defroster.

and if I turn it to front vents, its warm there, but cold coming out of the other areas....ive never had this happen on a car before, is it normal?
 
I'm not sure about the second part but the first part is normal. Look beside the center vents and you'll see a little wheel with a stick man in white and blue. The cold air comes out of the other vents so the dehumidifies faster, and clears the windshield quicker.
 
what does that little wheel with the stick man in white and blue do? what's the difference between up and down positions?

ya ? humm.. i no my 99 didnt come with it. strange they decide in the last year of production to change somthin like that,
