Fuel line between the fuel filter, and fuel rail. Sometimes they have a plastic sleeve around them. Looks like it's melting from the heat under the hood.
 
It's only real function is to keep something from rubbing through the fuel line. I wouldn't see a problem with cutting it off as long as there isn't anything rubbing on the fuel line you should be fine.
