ok so i was fixing a vac leak today when i saw this and was wondering exactly 1) what is it? and 2) Is it supposed to look like that?

Fuel line between the fuel filter, and fuel rail. Sometimes they have a plastic sleeve around them. Looks like it's melting from the heat under the hood.

It's only real function is to keep something from rubbing through the fuel line. I wouldn't see a problem with cutting it off as long as there isn't anything rubbing on the fuel line you should be fine.

mine look like that. if you dont like the color just grab a black pray can and paint it. i wouldn't take it off because that plastic that goes around the fuel line suppose to help protect the fuel line.

If your worried about corrosion just grab a rag and some pliers, squeeze it a little to make sure its not soft
