2G Does this ecu look damaged

Does this ecu look damaged one side has a layer of odd stuff on some of the components the other side doesn't I'm getting a p0120 tps code tested the sensor it's new by the way tested wires from sensor to ecu all have low resistance and have adjusted the tps but I keep getting the code. The car hesitates starting a 3k rpm to 4.5k goes away at wot

That stuff is the conformal coating the factory used to keep moisture away from the circuit board. What I can see from your pictures looks normal.

Either conformal coating or residue flux. Components look good, although you may want to double check that area to see if any solder has been redone recently.
