Does higher idle mean higher powerband?

hey guys, I seem to notice that when my car is idling properly at 8-1000rpms give or take a little, I hit full boost by like 2800 (17psi)... but when my idle is totally shit which it will randomly become over night for no reason I cant hit 17psi until say 3300 rpms.. its like since the base idle is set higher the power comes on later...
is this correct?
 
No it doesn't mean what you are thinking but i would have your idle control motor checked! sounds like it's not doing its job correctly
 
nah, its not the isc forsure, its thats it gets cold here sometimes and I dont have FIAV
