2G Cruise control isn't working

Ok so before I get yelled at for making this post, I've tried searching three times for something about this but haven't found anything. Ok so by problem is, what are the basic things to check since my cruise control isn't working? I'm clueless to know why it isn't working. Its not engaging at all.

Auto or manual?
Check the clutch or brake switch depending on trans.
Checked the vacuum lines to the servo?

You can pull codes on the cruise control system with a voltmeter between terminal 4 or 5 & terminal 13.

Its a manual. Dumb question but there should be something in my repair manual about troubleshooting this?
