OK, this is rotted out on my car so I need to replace it. What size is it and also I have an open connection on my cruise control box, this is where it's suppose to go right?

I am getting idle surge, but intermittently, could this vacuum hose being off be causing it?

It's better to get a rubber connector that will fit the nipple on that cruise control box, and then get a plastic connector to join it to the rubber hose that fell off. The original set-up has it where it forces the hose to expand over the nipple and it'll crack over time and fall off again.

The disconnected hose has no effect on your idle. I would check the idle speed control motor first.
