cranking but not starting

alright, i drove the car(92 eagle talon awd) last night with no problems whatsoever just driving normally. got home parked it and went to sleep. woke up in the morning and cranked the car but it wouldnt start. after about 2 minutes of cranking it started very poorly with a really nice loud ticking from the head area around the valve cover. i stopped it and it woudnt start again. i pulled out the spark plugs and they were all covered in gasoline. i replaced all 4 plugs with new ones and the same thing the car would not start. it would crank for 2 seconds normally then kinda stall and stop inbetween and then start cranking again without me ever letting go of the key. when i pumped the gas while cranking it would start but run VERY rich and with the loud ticking sound mentioned above. i took of the valve cover expecting to find a broken something in there but there was nothing. i could understand a sensor causing it not to start but i dont understand whats causing the ticking especially when the car was just sitting overnight and running fine the day before. when i drive it it feels like it wont let me accelerate even when im at full throttle like something is holding the engine from sucking in air. when i floor it the turbo doesnt wanna spool beyond 5 psi. my mods are full 3" turbo back exhaust, walbro 255 fp, evo3 head gasket, cone filter, mbc running stock boost, and TMO stage 3 chip with replaced capacitors. just to throw this in i had a bottle of "guarantted to pass emissions fuel cleaner" in the tank but the tank is almost empty now and when i ran it last year i had no problems. any info would be appreciated thanks.
