On my spare motor i'm just about to put on the timing belt, but before I do that i decided to check the crank and how it turns. I put the oil in the motor and got a drill spinning the oil pump and when i turn the crank clock wise it seems one rotation it like butter and the other rotation is tuff. Is this normal or is something wrong?

Everything is on the motor but the timing belt and all the valve on the head are closed.

All the spec were checked and fallowed during the build up!
 
I know this seem like a dumb thng, but do you think that the tough rotation is due to compression. I remeber doing my timing belt and turning the assembled engine to check timing was very difficult because half the time you are working against the compression stroke. Unless I didn't read your post right or there is information missing. If that, nevermind.
 
remove the spark plugs, then theres nothing keeping the pressure in, and if it is due to compression, it will stop resisting.

Check if the crank timing plate has the correct identation. You could easily flipped around and throw off your timing mark when you did the installation.
