2G Cold acceleration hesitation at 2k rpms

Ok so when I start my car and it’s cold or relatively cold (sat for maybe 2 hours) when I start up and drive it right away and try to go over 2k rpms it hesitates horribly. If I let it warm up for around 2-4 minutes it isn’t as bad and sometimes u cant even feel it. The warmer it gets the better it gets pretty much. I’ve gotten so many opinions about it but I wanted to know what u guys think

Notes:
New spark plugs
New wires
Fiav bypass
Rebuilt t25 turbo
Small boost leak in throttle body area
Might have a vacuum leak I will check this weekend
Running very rich-bov is venting to atmosphere and I’m recircing that soon
Only happens at 2000-2500 rpms
The temperature is around 30-40degrees rn I live in montana
