Is this green internally or externally gated?

There should be a circlip behind the compressor housing which locks the compressor wheel back plate and the cover to the center section. Depending on the position of the circlip, you might be able to release the tension with proper tool while the turbo is still on the car and clock the compressor back plate/cover to your desired position. If it's internally gated and the actuator is mounted on the compressor housing, there is only so far you can clock it and still allow the proper angle for the actuator to extend fully. Hope this helped.
