Checking Ignition Timing?(what postion)

When I get down by the tire and check the timing it looks to be on the mark above to 10. When I check it standing up looking in the engine bay, it looks to be on the T. At what postion should I check the timing?
 
I'm pretty sure its ment to read down by the tire. Assuming all your marks are lined up it could be a little off.

With car off, cam marks line up perfect with dowel pins at 12 and the marks on the harmonic balancer are at the T. I think mechanical timing is good, just trying to make sure the ignition timing is right and why it seems to be at different spots when look from the engine bay and by the tire.
