car will only go into 2nd gear sometimes

so i have a brand new shepherd tranny, and it shifts good except for the fact that it won't go into 2nd gear unless i shift it from 1st. If i try to go from 3rd to 2nd or 4th to second or sometimes even neutral to second it won't go into gear. But if i shift it from 1st to 2nd it shifts fine? anyone have any ideas why this would happen?

i'd call shep, it should go to second with ease.

ya i think i need new shift cables b/c shep actually had the tranny out like 2 days ago to fix a roll pin so i pretty sure its not going to be a syncro or anything inside the tranny. whenever i get a chance im going to try and change the shift cables
