car runs rich after rebuild

Last Thursday I started my car for the first time since I rebuilt it. It started the first try, and idled high (at about 2k rpm) then just surged. It ran for about 10 min until we found a oil.leak and we shut it down and fixed it. We started it again today hoping to take it for a test drive. The car gave a lot of trouble starting. When we finally got it to turn over and it idled really lean, but the surging was gone. When severity preschsed the gas pedal it would shoot up and run rich and bog out. After adjusting the fpr and idle screw we got idle to hover around 14.7 but it still runs rich when ever I press the throttle. When I turn the car off it won't start again unless we adjust the base idle screw and got it to start and again it would run rich. Basically no matter what I do it runs rich. Me and my friend have played with fuel pressure, idle screw, adjusting the fuel trim on dsm link, it always runs rich and bogs are 3k rpm and won't go past that

I also have another question. Im running a hx35 and I know my oil.pressure is supposed to be 10-70psi. Is that under load or constant?
